Debating the Future of Redevelopment Agencies

When California Governor Jerry Brown proposed in January to eliminate all of the state's 425 redevelopment agencies, he set off vigorous debates about the value of these entities, originally created to direct property tax revenues toward fighting urban blight. Earlier this month, Fred Blackwell of the San Francisco Redevelopment Agency and Karen Chapple, associate professor in UC Berkeley's planning department, participated in a public debate on "The Future of Redevelopment," part of a series of debates sponsored by the San Francisco Planning and Urban Research Association (SPUR) and The Bay Citizen.
